How do you get to'' know'' people?
i want to get to know the special skills.

OK, I see that you are in fair terms with the cosa nostra and the brotherhood. These two factions are at war, so you should probably pick one.
Go to theri headquarters (the brotherhood is at the church and the cosa nostra is at the real estate agency) and talk to the leader. Offer to do the "little job". This will increase your standing.
Also, some cases will allow you to increase the standing in one faction or another.
However, the special skills are really only useful if you already have a base set of either tough or charming (depending on your archeotype) and a fair set of smart skills. It takes a while to get in good enough standing to be able to learn the special skills. I think it is at 25

Kyira, Andrea is right...It is much better to build up interview and smart skills before acquiring faction skills.
Also note that Cosa Nostra's skill of safe cracking is only useful to detectives in agencies that participate in treasure hunts.
