Lock picking means that when you visit one or two of the people on your list you'll have the chance to sneak in to their home while they aren't there and gain valuable info pertaining to either suspects or alibi. It happens automatically and always works.
Hypnotism means that when asking a suspect about who else might have a motive, they get all spaced out and give you an extra name (or two? I'm not sure, don't have it yet). It also happens automatically, but does NOT always work (I believe...someone else confirm).
In general, it's better to get the basic skills before the faction skills, even though they sound really sexy. Go with Lock Picking, I'd say.

Lock Picking is the way to go because it will automatically give you two extra questions per case, either motive or alibi on the two locked doors. It always works.
Surveilance is the skill that unclams sometimes, not for new detectives many more skills to aquire before that.
Hypnotism does not always work it will sometimes give an extra name or two when asking for motive. This is one of those nice skills for later on also.
When choosing skills you want ones that will A - help you find evidence (the smart skills) or B - get you more questions answered (tough and charming). This is why Research is the best skill, it totally eliminates any need to ask questions of and about one person.
