Just roll your mouse over the area of the map which Larry mentioned, and when the cursor turns into a hand that's where you'll find it :)

It is also worth noting that if you're not in an agency, you will not get much use out of going to the Cabaret since it's expensive and the fact that you can find greater than or equal to powered items either with factions, favors, or Almost Impossible cases. And Big Lucy won't even talk to you unless you're doing a hunt.
