You have to be subscribed to join an agency. Here's a link that suggest why you should.

When [& if] you subscribe I guarantee you'll be snapped up. There's heaps of agencies always looking for new recruits :) Just go to the Detective Agency Recruiting section at City Hall, and you can read through some of the posts there to get a feel for what kind of agency you'd like to join :)
There's also a Subscription FAQ link at the bottom of the screen in grey that you can click on for more info.
