when people say "...---- hasn't heard or seen anything suspicious.." does that mean they are more guilty or innocent of the crime?

*sighs* It means just that: they haven't HEARD or SEEN anything suspicious therefore if you ask them if they've heard anything to make them suspect something they'll answer they haven't seen or heard anything suspicious.
