from my experience rule bending would help , because many of the case i have to use it ... but it may vary, I once got help, he said It's all depend on your situation whether you need tough , smart , or charm, because we all have different type of play ... so let see the most difficult ways to solve the problem , because you cant get help from townie ( barber , butcher , etc ) then you should go for 'rule bending' or intimidate , if you had trouble finding PE , than you go for smart skill , and id had trouble in asking the witness you can have 'judge of character' and sweettalking , good luck in finding your own way, hope it help

First off: you use Research (a very useful skill by the way) by going to the "Hall of Records" at City Hall (it's on the left side of City Hall) and choosing "Research Case". In every case 1 suspect with a false/none of your business alibi will be cleared by Research and turn up on the city records once the person is present on your list of suspects. And you can then eliminate the person, cleared by Research, from your list of possible suspects :)

As for which skill to go for - I'd choose Hair Analysis (you won't find any hairs at the crime scene without that) - and then, since you've already started on the tough interviewing skills, either Intimidation (to use to make the townies more coperative) or Intermediate Interrogation (to help with getting the suspects to talk more) :)

I would say one of the smart skills, preferably hair analysis, OR a tough/charm skill. Basically the same things as what the two people above me said.
