Question about secret plans in nemesis quest

Hi all, I've been working on a nemesis hunt for a while and I'm stuck on the request to find secret plans in the catacombs of Cairo. I thought that this was related to the artifact hunts but I've done two so far without it registering, and I can't get into the Cairo catacombs without an artifact hunt. I feel like I'm missing something but I'm not sure what. Thanks in advance
