How to remove cases quit

If I restart my character, do the number of cases quit reset back to zero?

If you start a new character then yes I believe you do. If you retire and start over, no I don't believe so. Quit cases are no big deal. I have a bunch from detectives who left unsolvable cases in my case files, and then I quit after they never came back. I have even more from testing my Scripted Mysteries and quitting when I hit a bug.

People can't even see your quit cases, so don't worry about it.
