that's a good page from the Sleuth Community Sites Section in City Hall that tells you all about the Factions, where they are, what they offer etc :)

I would suggest waiting with the special skills till you have the basic interview and smart skills.
You can do higher levels without any special skills. But it gets almost impossible to do them if you cant Unclam or identify evidence.
