Top agent in faction

I have a few questions on this concept:
I believe this is based on the top favorability score in that faction, is this correct?
Must an agent be subscribed to get this title?
Also, is there any "set in stone formula" that breaks ties?
Is this determined only at the beginning of the day, with no changes until the next day changeover?
Finally, and mainly, is there any extra favor that comes from being the top person (in my current case the Consigliere of La Cosa Nostra)? You don't have to be specific, I just want to know if it's something to attempt to achieve.
I ask mainly because at one point yesterday I had more favorability points than the Consigliere. I am unsubscribed, which is why I ask if that has something to do with it.
Thank you in advance for the answers.

Thank you Greyling, that was very helpful. Only the tiebreaking formula remains a mystery.

I believe a tie goes to the one that already holds the title. other then that...no idea

Or possibly the one to reach a certian score first in the day. .? I've been tied before and lost :(
Also no you don't have to be subscribed, but the big guns usually are because of more cases daily and the fact that agency members can trade cases, example, i get all OOSs and give away DABs and LCNs.

I thought ties tended NOT to go to the one who had it - because when I was at the top, I tended to alternate days with a couple of other detectives. But put that together with P. Rockwell, and it sounds like tiebreaking is just random.

I don't know what this reveals about ties, but I spent two weeks with the same points as the 3/4/5 other people who were top of the Order of Socrates and never once got to be top.
