Eh, I'm not convinced it's random. I've played around with a lot of different characters (trying out different personalities, etc.) and all got their first contact on the 5th favor (20th case). The second (PE) contact might be random--it's hard for me to say since I don't have one yet. My "oldest" character has solved 90 cases and completed 22 favors, but still has just one contact (so I agree with the others about needing patience).

For your second contact, the odds increase dramatically around 150,000 experience points. Also, it's possible for your first contact to be a PE contact. What's not possible is two PE contacts per city or more than two contacts per city.
