I want to confirm if i remember right ;p
You will need to have 30+ points to a faction to and the appropriate skill points be able to learn its special skill?

I thought it was 25, TnT, but it's been a while for me. And yes, you need the skill points as well.

I too think it's less than 30 - my Charming detective has been able to get pugilism for a while now on high-20s. And you do definitely need the skill points, alas.
