I wonder which skill is the best for a person, who doesn't play Treasure Hunt and only like to make cases. I'm thinking about Hypnotism,Surveillance and Underworld Connections...Which one is most useful??

But if you were to subscribe, I would go with Underworld Connections first, of the three.

how are skill points given? I mean, I know that it is from solving cases, but what determines it? Sometimes I solve a case and no sp are given and on others I've gotten 2. Is it # of cases solved? Or level of diffuculty? Or if one level is played to often does that effect it? Thank-You, :)

The fewer experience points you have, the fewer new points it takes to get another experience point. So in the beginning, it seems you get them on every case, and if you jump up a level or two, maybe even several per case. So the harder the cases you solve, the more experience points you'll get, to a point. They start to come more and more slowly, so treasure them and choose your new skills wisely...
