Are townsman always correct?

I get a lot of hints from those who run the areas on the map.. but are they always correct?

The shopkeepers won't lie to you, but the suspects will.

If a shopkeeper says someone thinks knows something, that means that suspect will point the finger to someone, but it doesn't mean the suspect will be truthful.

If a shopkepper says that so and so knows nothing, there is no point in asking them if they heard or saw anything, but they'll always say no.
