How many times do I have to pay Larry before I get anything from Lucy? I have paid 3 times so far and Lucy is always too busy.

Lucy only talks for those in an agency, and only about something specific. I don't want to give it away, but there will be a chance, since you are in an agency, she will talk to you someday down the road.

In my not so vast experience, I have found Lucy to be a big ol' waste of mula. There are other threads on here about her if you would like to dig those up.
