Smarts

I think for interviewing (using judge of character), maximum charm skills (adv. sweettalk/adv. rule bend) add +35; flirting adds another +20 but only for suspects of the opposite sex, and your gear can add (as stated above) a max of +21.

For tough, I believe its the same except gear maxs at +20, and flirting doesn't work, but pugilism will add +10 to any suspect.

Ben has never let us peek into how smart works, but the best gear we've found adds +21.
