PGG, there are several groups. They give hunt information and sell special equipment. You can find details on the different groups (factions) in the Hall of records. Also, on the 'moderator picks' board Reda selected two faction threads (factions and seeing the bosses)

The consigliere is just the highest faction member. Nice but you dont need to be one to benefit from the factions.
