at the message board menu where you see gumshoe lounge, sleuth talk, etc. There is a baord called moderator picks (or something like that). there will be a post there. You can also go to the city hall main menu, and there is a link to "submit content to sleuth". As for contacts, it doesn't just come up and you have a contact. You have to do more than one (usually). In fact there is a player (Akano) who had to do 500 favors before he got his first contact. It is completely random as to how many favors you have to do to get the contact. Hope this helps!!!
