well the sleuth has these 4 cities
newyork is a strong city for sleuth purpose.so do london.what what made the ppl to select shangai and delhi.I dont know what's special with these cities....?

India was part of the British empire from 1774 to 1947, and in a couple of the Sherlock Holmes stories you do find people who have been in India and made fortunes there or stolen treasures and so on - but I'm not sure if this explains why Delhi was chosen as part of the expansion, I'm just guessing :D

Could also be that the idea was to enable travel around the world - it definitely becomes very exotic and exciting :)

But I do see what you mean with London and New York being well-known as settings for the mystery genre already whereas the other two might not be. In the end, however, the best one to tell you why he chose the cities he did would be Ben himself :)

Well, here's more speculation about Delhi:

I personally think it might have to do with the age of the city (or maybe some of the monuments in the old city).

A little of it's history:

Delhi wasn't given it's present prestige until around the year 1911, when the capital of British empire was shifted from Calcutta to Delhi. Delhi is very old and has seen the rise and fall of many empires, these empires have left behind many monuments that give us a view of the grandeur and glory of these bygone times. I've heard that Dehli is a city which one can trace the history of back to the Mahabharata (an ancient epic tale of wars between estranged cousins, the Pandavas and the Kauravas, for the city of Indraprastha).

In case you care to look any of that up, I should mention that I did check the spelling (and accuracy) of all the information about the old city of Dehli stored in my memory before posting. :)

Prague & Morroca would be ideal choices for Mystery cities. As they had tise during WW2 & the Cold war eras as havens for espionage.

Well, if you put Amsterdam in the game then you would certainly cause a mass exodus. You go to Speak to Hans Boeken in the coffee shop. Hans clams up and your given 2 options. Leave or get a table. Do we expect any crimes to be solved in Amsterdam?

Well, unless im considerably behind the times I dont think they got around to decriminalising murder did they? Otherwise people wont be quite so eager to go on a relaxing holiday to Amsterdam with their other half who they have been rowing with for the past 6 months :s.

My recommendations have been Cairo, Kyoto, Pretoria (name backdated to relevant period) and Budapest.

Rabat, by the way, is the capital of Morocco. I think perhaps you were thinking of Casablanca, Madame TBird, which is also in Morocco.
