Do you have to get the basic skills first and then move up to intermediate and advanced skills? Or can you save up points and get the advanced ones straight away?

Also, it states that some of the skills can only be learnt from faction bosses, can someone please explain exactly what this means?

Sorry, no skipping levels. You have to purchase the lower levels first.
