Your archetype only influences the price (in skill points) that you will pay for different skills. You (as tough and smart) will get a 2 point discount on all tough skills and a 2 point discount on all smart skills but will have to pay full price for charming. So it makes sense to focus on skills for tough, and ditch charming for the time being. (but if you get charming skills, they will work as well for you as any others). Gear only enhances the skills you have, so cfm is right that charm gear will do you no good.

The adjustments help as follows. Tough gear increases the odds the interrogation and intimidation will get answers from your suspects/townies. Charm gear increases the odds that sweet talking and rule bending will get answers. Smart gear increases the odds that you will find out details about physical evidence at the crime scene (assuming you have the skills to do so) - so if you have advanced hair, smart gear will make it more likely that you will learn whether its curly or straight hair.
