I am shamelessly going to post this, so I then shamelessly can link to it from the moderators picks.

Hoping that we get more people subbing. For the simple reason, this game exists because people subscribe.

(Disclaimer: Mods, or even anyone else...make money of this game. It is volunteer run. Subscription money is used to pay for hardware and software to run this game.)

Maybe someone should talk to the folks in this person's agency. This is the only subscribed account in the agency, and as you see, it has NEVER solved a case!!

That looks to me like two accounts are ripping-off the game! Yes. I have reported it twice now in the Report a Bug section. Their agency is in Shanghai, hence my having stumbled upon them. :(

It is okay to be unsubbed and in an agency. You don't get kicked out when you become unsubbed.

As to only having 0 exp, maybe they are new?

You have to be subscribed to JOIN an agency, but you don't have to maintain that subscription if the agency doesn't insist on it.

There is no ripping off here. If a person wants to pay the subscription and not play that is their choise.

I played for 10 days before subbing.

Best money I have spent in a long time. Less than half a tank of gas for a lot more enjoyment.
