How about a skill under smarts that is simply "outwit"? This is a really lame example, but on the old Colombo TV show, he would always play dumb to make his suspects feel more comfortable talking to him. Just a thought...

There seems to be a desire among players for more involvement with the three factions. They are mysterious and secretive, and I do want to find out more about them.
The Featured Mysteries could be used for this purpose, to further develop the factions, and also other NPCs (Non Player Chracters) such as the Townsfolk and Mr Shady.

I like the idea of having established rank among the factions. Also, groups that dislike you should actively try to hinder your cases. Perhaps they could threaten witnesses to be uncooperative, or trash your office, thus destroying some evidence.
Of course, you'd have to make sure this hindrance was off-set with the bonuses of being in good standing [fame, I assume, and item/treasure help].

A suggestion for the Agency Headquarters menu:
When you are at City Hall and want to see who's logged on, you only get the first dozen or so. If there are more on, you don't see them. No big deal, but I would find it helpful to know who's on now from my agency sometimes. Maybe you could have a menu option from the agency headquarters to see who's logged on from your agency?
