you can have a max of 2 contacts per city right? So does that mean that future favors never become a contact or do u get the option to replace an existing contact?

What is a non evidence contact? I thought that all the townies were able to be contacts, corroberate alibis and give hints. Who else?

You will have (eventually I keep telling myself) one contact for either threads/footprints/handwriting/hair and one contact who just gives hints and corraborated alibis. The first is called your evidence contact because they can verify evidence. The other non-evidence because, well, they can't advise on evidence.

Too bad. You never get spilled beer as evidence?

A really noobish question: how do I get contact at all? :)

You get a contact by doing a favour for one of the townspeople. Most of the time they'll give you a piece of equipment as reward for solving it, but sometimes one will become your contact instead :)

If all of you're suspects have clammed up, and you can't find any evidence pointing to the killer, the best thing is probably to quit the case, and try a new one instead.

As for getting to do a favour for one of the townspeople, this happens after every 4 successfully solved cases including your last favour (i.e. you'll be doing favour-case-case-case-favour - provided of course these were all solved successfully. If you get a false or quit one, you'll need to do a new case in its place) :)
