you can have a max of 2 contacts per city right? So does that mean that future favors never become a contact or do u get the option to replace an existing contact?

yes, in each city you will get an evidence contact and a non-evidence contact. After you get one of each in that city,all favors in future (in that city) will not become your contact and you can't replace them. Once you have it, you have it :)

What is a non evidence contact? I thought that all the townies were able to be contacts, corroberate alibis and give hints. Who else?

You will have (eventually I keep telling myself) one contact for either threads/footprints/handwriting/hair and one contact who just gives hints and corraborated alibis. The first is called your evidence contact because they can verify evidence. The other non-evidence because, well, they can't advise on evidence.

You get a contact by doing a favour for one of the townspeople. Most of the time they'll give you a piece of equipment as reward for solving it, but sometimes one will become your contact instead :)
