Wouldn't it be handy if when you judged somes character it would tell you what % chance you had to catching them as a pickpocket?

I'm not sure I understand - Pickpocketing only works in collecting the fee your client owes you if they turn out to be the guilty one - in which case, it works 100% of the time. And if they are not guilty, you get paid, and don't need to use pickpocketing. So how would this work?

no no. Sorry I'll try to be more clear.

Although additional features such as these would be nice if you start to add additional abilities to certain skills you begin to unbalance the game. Each skill was costed at x points and if you start adding additional abilities then maybe the cost of said skill should go up.
