Suspects who see or hear nothing

Am I correct in assuming that a suspect that "saw or heard nothing" about a case can also be safely eliminated as a suspect? Logically, if they saw or heard nothing, they couldn't have done it.

That means the suspect in question will not yield accurate results when you perform queries about who they think might be the criminal. Also, at higher levels, some suspects might lie, or give honest but incorrect sightings(I.e. ... saw ... washing blood off his/her hands)
