I'm not sure how the smart, charming, and tough statistics interact with the s, c, & t skills and with each other.

If I want to find evidence in a crime scene - should I try to 'dress' as smart as I can, and then change before interviewing suspects? Do I need some smart test points to keep my charm working in sweet-talking or is that JUST charm?

If my skill profile shifts to more charming skills, will my overall personality get more charming (will my sweet-talking be more effective) or is that just controlled by my statistics and test points? Wow - this is complicated.

Yes. And then No, because Yes it's just charm.
No, but you're right in that more advanced charm skills work better, but I don't think advanced rule bending will affect your sweet talking since it's not used on the same people. Jugde of character won't either, but flirting will enhance chances with sweet talkning and rule bending. And finally a yes to it also being controlled by your statistics and test (assume you mean from the items you wear) points :)

It helps to dress smart for the crime scene and it helps to dress charm or tough depending on your profile before interviewing suspects. The rest will just develop as your character develops. I don't worry about wearing smarts if I'm using charm and visa versa. I do however like my hand bag to match my shoes.
