How do you earn status points and what are they good for?

Little Nell, are you talking about the "Subscription Status" found at the top of the detective page?
If so, here are the answers to your questions:
Qn 1: Status indicates whether you paid US$4 to have access to 8 cases a day, instead of just 3.
There are only 2 statuses: Subscribed/Unsubscribed.
Anyone who starts the game without paying gets an "Unsubscribed" status.
Qn 2: You can earn status points by paying the US$4 subscription fee. As mentioned, this allows you to tackle a maximum of 8 cases instead of 3.

Actually, I had the same question, at least in reference to the Status Points gained through Agency Headquarters. You see, my friend and I just started the Black Travellers and we're trying to decide on a future headquarters to aim for.

They don't affect fame, but I think it might give you some extra points in your favour when the dice is rolled as to unclamming an uncooperative suspect :)

Headquarters status is a slight adjustment that agency members get to attempting Toughness and Charm tests. Having a headquarters with a status of 2 is approximately equivalent to having an extra piece of equipment with +1T and +1C.
