I think as your experience and skill points increase, you earn less skill points for tackling lower level cases (easy, beginner, intermediate). But if I remember correctly, Admin Sleuth did mention that eventhough you chalk up '0' skill points for that particular case, there is still a hidden metre running somewhere that adds up the accumulated (and apparently unseen) sub points. Once the sub points accummulate to 1, you will get 1 skill point. You will just have to solve a few cases instead of just 1 to earn that skill point, if you choose to stick to that level.
This is all based on the assumption that I read Ben's message correctly.
