First off, yes you do need to be subscribed to join an agency.
But there are several advantages to being in one besides the increase in daily cases and ability to travel that you automatically get when subscribing. In an agency you can get help with cases where you get stuck both in terms of unclamming suspects and townspeople, as well as participating in treasure hunts which adds another dimension to the game :)

You can usually use gear in the locker room, which lets you switch from maximum charm to maximum smarts as the circumstances require. And, often (though it depends on agencies) you can borrow money if you need some to pay off Shady, and you can get help changing from one faction to another.
And you can get good advice and support.
