This question seems to belong in the newbie section but here goes.
Using Safe Cracking has 3 requirements:
1) You must be in an agency
2) Your agency must be participating in a hunt requiring safe keys
3) Your agency must be one key away from finishing the hunt.

An agency is a group of detectives that work together to solve cases and, sometimes, participate in hunts. (Hunts are organized missions that require certain favors be done around town in a particular order.)
You have to be subscribed to join an agency. That is the first step! :) Then, you can post in the recruitment boards that you are looking for a home. You can also read through those boards and often find agencies that are looking for detectives and PM any that you find my suit your needs.
