What is experience for?

Hey all! I know this is probably a real dumb question but what is the point of Experience? I can't find it anywhere in the Help or FAQ files. Sometimes it is the only reward I get for solving a case, can anyone tell me what it does? Thanks.

It also affects how much the Shady Character will charge you to have your record cleaned up.
