or, if I became supporter, and buy an agency, can I call my non-supporter friends to join in?

If you mean 'subscribed' - you have to be subscribed to join (or start) an agency. That includes anyone you would invite.

another question about subscribing..can i pay with my paypal account also for my friends? we are 3 and we'd like to pay with the same paypal account..

Yep, just alert Ben the sleuth admin. Go to city hall/game info. You can PM him there, and tell him which detectives it concerns. And how you are going to do it. 1) your friends subscribing and using the same paypal account. 2) by doing a donation, and then Ben transfers to the proper accounts.
