need to wait for Larry the Toe to approach you during a case. Upon solving he case he will offer to tell you location of the cabaret for $500. It will not appear on the map but if you pass the mouse pointer over the general area he describes it will turn to a hand and if you click it will take you there. The cabaret will move after you start a new case and you'll have to wait for Larry to re-appear

If you have money, sometimes you can find gear there that is useful (the flapper dress for example). Mostly its stuff you can get doing favors, and a whole lot more expensive if you buy it at Lucy's. I'd say, have at least $15,000 in disposable income before you go there.
