yes - but not until you get your basic skill set in place (advanced interrogation, advanced intimidation, and all your smart skills.) They will be more useful, and you should get them as soon as you can.

Yes, hypnotism gives you the chance to find out more suspects than the person you're asking might otherwise tell you. As a charming skill, its chances of working are better if you are wearing charming gear.

Not an essential skill in my book, but handy after you have the basics, as Arne said, as it might save you a question or two with suspects, and that's never a bad thing.

Yes, it is useful to all, but only in the 'later days' of your playing.
