When you ask the townies if they have heard or seen anything about this case and they say, "so and so hasn't heard or seen anything suspicious" does that mean if so and so are a suspect that you can rule them out, that they didn't commit the murder or is that meaning something else?

No, it just means that suspect won't answer the question were you can ask a suspect if he knows if so & so did it. He'll be like nope to all of them!
