I thought only subscribed players could join/run an agency. But I've found an agency with all unsubscribed players. Has the rule changed or...?

A member who is subbed can join an agency...

if that person's subscription ends while in the agency, they stay in it. Also, a few of those people are from the BETA days when you didn't have to be subbed to join an agency.
