I have about a 6 rating with the Brotherhood and I want to learn the special skill. How long does it take to get into their good graces??? Is it the same for all of the secret agencies???

That's been my experience, yes. Lady, you are so young a detective there are many other more worthwhile skills for you to work on before you get the skill to pick pockets! Work on your tough skills, as you are tough and smart. Get all the levels of Interrogation and Intimidation that you can, and then get yourself some evidence skills and Research. All the faction skills are non-essential compared to these foundational skills.
