I am tough and charming. I just received a chemist kit from a favor. Will this do me any good as I do not have any "smarts" skills or adjustments?

Once you have basic thread and hair skills (which you should get asap), you will find all the evidence - to distinguish detail (curly vs straight hair, or heavy vs slim footprint) you will need advanced evidence skills. Until you have those, the smart gear doesn't add anything, so I would sell it.

Get your interview skills (sweet talking/rule bending if charming or interrogation/intimidation if tough) first, then add smart skills, and when you get to that level, start adding smart gear to your wardrobe.

Yep, or better yet, subscribe and join an agency that can help you to store the gear you need for different situations.
