what do exp points do expet force you to move on to harder cases?

they are kind of a marker of how much you have played. And they determine when you will earn skill points. (you will need to accumulate a certain number of experience points to earn your next skill point) The scale increases as you get more experience.

They don't absolutely force you to move on to harder cases, though. Except for beginner level cases, all the levels remain open to you. As Maggie said, you won't get as many skill points (nor as much money), but there's nothing to stop you from playing all easy cases if you want to do so.

what exactly is the scale for getting the skill points? it gets really frustrating not knowing how many more exper. points i have to earn before i get my next skill point. when i started the game, i didn't know that i needed to get all my interview skills first,and now i'm paying for it.

I dont think anyone knows the scale exactly. But since you are in an agency you can still try move up a level and get our help when you are stuck. in that way your skill points might come a bit faster and you can buy the missing interview skills. Also you can try to use counting alibis technique, so you wont need to ask as much questions.

every level has a fixed number of fake alibis. So if you know how much fakes you should have you can first ask all the non PE townies about alibi. If you already found enough fakes, you know you dont need to check the rest. this would save you questions with the PE people.
The numbers I will let you find for yourself (detective right?) just pay attention to cases in certain level for a while and youll c that even though the number of suspects can change, the number of fakes is the same.
