I dont have it but I believe it helps to add more suspects. When you ask a suspect if they know anyone with a motive for the crime, sometimes it will say you tried to hypnotise the person and if it works, you get the person to tell you more suspects.

I find it very useful. As Sherlock&Watson said, it can get you extra suspects whenever you ask a suspect if they know anyone with a motive.
Sometimes on quite difficult cases I now have every suspect listed before I've talked to half of them.

Being a charming skill, it is more likely to work if you are wearing charming gear.
Also, it is only available from the Order of Socrates when you are in with them at 25 points or higher, in terms of faction rating.
