It's only useful in getting the last key of a 5 key hunt. You have to be subbed to be in an agency to participate in a hunt.

I think it works on a key hunt with any number of keys. It lets you open the vault with one key still missing. Yes, you need to be in an agency to take part in a treasure hunt, and you need to be subscribed to be in an agency.

But that said, you can learn the skill when you have at least 25 points with LCN, as well as the required skill points.
