How far along in the game do you have to go before you can start getting the special skills? Is it based on the faction rating, experience, or both?

Pugilism is a faction skill available only from one faction (Green Hand, I think). So you need not only the skill points but also to be in good standing with GH, at least 25 points. Then you get the skill directly from them.

I believe it took me 30 points with the circle of light to get their skill.
