How many points do you need to learn the skill of that group?

It depends on which skill and it depends on your specialization

I think it's consistently 25 points with the faction, however. You will still need the skill points to "buy" the skill, and those might vary, but they won't think they know you well enough to impart the skill until you have at least 25 in your faction standing.
