Well I got all my non evidence contacts first. so It usually took about 5 favors except in London London I kept getting non evidence favors when I needed an evidence. I remember in Delhi i got the holy man then did 4 favors non evidence then on the 5th got postal Clerk first one with him and he became my contact. So i'd say it took me 4 to 5 favors each time. However it all depends on what you need and if the game gives you the right favor.
