I've spent the past 2 days in Shanghai and have not yet had one case that gets me in with any of the new factions.
And I can't do my little job for the mob because their not in Shanghai, so my rating is going down with them. I could leave, but we need someone in Shanghai for the hunt.

Has anyone else had problems getting faction cases?

I have had the same problem and was wondering about it. I am trying to get in with someone in Shanghai since that is where my agency has relocated but none of my cases has brought up my ratings with them!

I also have had no cases that change faction ratings, since around the time that bug was fixed that gave everyone Delhi faction cases.

The database says that the right amount of faction cases have been generated in all cities, following the fixing of the bug you mentioned. You guys must just be getting unlucky.
