I've been trying to figure that one out myself.
Maybe it lets you track down one of the missing suspects without depending on the townies? Or maybe you can follow and observe someone who has clammed up to get the info another way. Or maybe the suspects who go missing will start to get on boats and trains, so you need to follow them.
Other ideas?

Those are some interesting ideas, I was thinking that maybe it might let you know who one of the peices of evidence belong to. Seems like that might be too helpful though.

I think it might have something to do with seeing where someone goes, and giving away an alibi of someone completely clammed up - it'd tell us something like, "Mr. Do goes to the bar every day at 22:00, which is when the murder took place." Kind of like reasearch, but you'd still have to try check the alibi.
