There has been some confusion about what happens when a suspect goes into hiding. I'd like to let you guys figure out the strategy as much as possible, but I will give you a couple hints:
1) Suspects should never go missing in a case easier than "Incredibly Hard", so if you only play easier cases, you can ignore this until you move up.
2) You do not have to leave the city to find a missing suspect. In fact, you can't travel with an active case.
3) The skill "Underwolrd connections" is not necessary to find a missing suspect, it only makes finding them much easier.

my client went into hiding.
I couldn't find him anywhere.
I solved the case anyway, and I wondered, "Am I gonna get paid??? He's skipped out!"
I got paid!

Oop, sorry.
There was a bug in the system that was making it harder to track down missing suspects thatn was intended. It's fixed now. Sorry about that.
Thanks to Kat1368 for helping me figure out what was going on.
