If I get just xp for a case and no skill pts does that mean I need to go up to a harder lvl?

It means you do if you want to get a skill point every case. However, if your detective is unable to solve cases as the next level, you may need to drop down a level until you raise your skills and equipment, and your basic understanding of the game perhaps. You will still be able to get skill points, it just may not be EVERY case. The rate of skill points decreases the higher your exp. increases. If you dig through the newbie threads, you will find lots of responses to this very question. :)

Sorry, only glanced thru the threads. Just thought that if I didn't get skill pts I wouldn't get the skills to do the harder ones (I have had to quit too many) Maybe I should focus on getting cash instead of throwing it to bribes :)
